  प्रकरण तिसरे:   विनिमय दर व्यवस्था आणि   चलन संकट     व्यवस्थापित विनिमय दर     विनिमय दराचे निर्धारण हे वेगवेगळ्या व्यवस्थेमध्ये वेगवेगळ्या पद्धतीने होत असते. सुवर्ण परिमाण व्यवस्थेमध्ये स्थिर विनिमय दर व्यवस्था अस्तित्वात होते दोन देशांच्या चलनाचा दर सोन्याच्या परिमानामध्येनिर्धारित केला जात असे. व्यवहारतोलातील   संतुलन कायम टिकून ठेवण्यासाठी प्रत्येक देशांनी ठरवलेले नियम पाळून सुवर्ण पद्धती पाळली पाहिजे होती.   अनेक कारणांपैकी एक म्हणजे ठरवलेले नियम न   पाळले गेल्यामुळे या व्यवस्थेचा ऱ्हास झाला. सुवर्ण परिमाण व्यवस्थेमध्ये   स्थिर विनिमय दर निर्धारित केला जात असला तरी   मौद्रिक आधीसत्तेकडून   या दराला व्यवस्थापित केले जायचे.   त्यानंतर आलेल्या ब्रिटन वुड्स व्यवस्थेमध्ये सुद्धा वेगळ्या पद्धतीने स्थिर विनिमय दर निर्धारित केला जात होता.   या विनिमय दर याला ठरलेल्या पातळीच्या एक टक्का कमी अधिक बदलण्याची मुभा होती.   यापुढेही , सदस्य राष्ट्रांना त्यांच्याव्यवहार शेषाच्या मूलभूत   असंतुलनाला ...
